Saudi Regulations We Build Into Every System

Saudi Arabia’s regulatory environment is sophisticated and actively enforced. The summary below reflects the framework as commonly applied at the time of writing; rates and rules evolve, and engagement-specific advice is provided under our tax services. What never changes is our principle: Saudi regulations are designed into the ERP, not patched onto it.

Saudi regulations compliance for ERP systems — Abeer Solutions

ZATCA E-Invoicing (Fatoorah)

This is one of the most actively enforced Saudi regulations. Phase 1 (Generation) has required compliant electronic invoices since December 2021. Phase 2 (Integration) has been rolling out in waves since January 2023, requiring taxpayers – notified by ZATCA in advance of their wave – to integrate invoicing systems with the Fatoora platform, issue invoices in UBL 2.1 XML with cryptographic stamps and QR codes, and operate real-time clearance for standard invoices and 24-hour reporting for simplified invoices. Full detail and our delivery method: see the E-Invoicing Phase 2 service page.

Value Added Tax (VAT)

Under current Saudi regulations, VAT applies at a standard rate of 15 percent. Registration is mandatory above SAR 375,000 of annual taxable supplies (voluntary from SAR 187,500). Returns are filed monthly for larger businesses (annual taxable supplies above SAR 40 million) and quarterly otherwise, with filing and payment due by the end of the month following the period. We configure tax codes, invoice formats and return-ready reporting inside the ERP.

Corporate Income Tax and Zakat

Per Saudi regulations, resident companies are subject to corporate income tax at 20 percent on the share of profits attributable to non-Saudi/non-GCC ownership, and Zakat at 2.5 percent on the Zakat base for Saudi and GCC ownership – mixed entities are assessed proportionately. Annual returns are due within 120 days of the fiscal year end. Our services cover computation support, ERP-aligned reporting and filing assistance.

Withholding Tax (WHT)

As per Saudi regulations, payments from Saudi entities to non-residents for services attract WHT, remitted with a return within the first ten days of the month following payment. Headline rates:

• Dividends, interest, rent, technical and consulting services: 5%
• Royalties and certain other payments: 15%
• Management fees: 20%
• Treaty-covered payments: Varies (double tax treaties may reduce rates; relief procedures apply)

Financial Reporting Under Saudi Regulations

Saudi entities report under IFRS as endorsed in the Kingdom. We implement chart-of-accounts design, controls, audit trails and continuous transaction monitoring so year-end is an exercise in printing, not archaeology. Transfer-pricing disclosure obligations accompanying tax returns are supported in coordination with your advisors.

Personal Data Protection Law (PDPL)

ERP systems hold personal data – employees, customers, suppliers. Our implementations respect PDPL principles: role-based access, data minimisation in integrations, retention discipline and security controls, in coordination with your legal and IT policies.

Why This Matters for Your Business

Saudi regulations are not static — they evolve, and so do the compliance obligations that come with them. ZATCA’s e-invoicing waves have progressively reached smaller businesses. VAT rules have been refined since inception. Withholding tax categories and treaty relief procedures continue to be updated. Keeping pace with these changes inside your ERP — rather than managing them externally — means you avoid penalties, reduce manual effort, and give your finance team confidence that the numbers in your returns match the numbers in your ledgers. That’s what compliance by design means: Saudi regulations built into the system, tested before go-live, and monitored continuously after. It’s a smarter, safer, and more cost-effective way to stay compliant as the regulatory landscape evolves.
